Indictments allege group set Edmonson fires for nearly year

BROWNSVILLE — Six people, including three one-time firefighters for the Kyrock Volunteer Fire Department, have been indicted by an Edmonson County grand jury in connection with a number of reported arsons dating back to last year.

Warrants were served earlier this week against the people, and each is scheduled to be arraigned Dec. 19 in Edmonson Circuit Court on dozens of criminal charges.

Tyler Hamilton, 20, of Brownsville, is charged with first-degree arson, six counts of second-degree arson, attempted second-degree arson, five counts of second-degree burglary, third-degree burglary and 81 counts of first-degree wanton endangerment.

Dylan R. Ramsey, 21, of Brownsville, has been charged with first-degree arson, five counts of second-degree arson, attempted second-degree arson, five counts of second-degree burglary, third-degree burglary and 63 counts of first-degree wanton endangerment.

John Dennis “Richie” Woodcock, 20, of Leitchfield is under indictment for four counts of second-degree arson, two counts of second-degree burglary, third-degree burglary and 51 counts of first-degree wanton endangerment, while Wesley Daniel Massey, 20, of Sweeden is charged with first-degree arson, three counts of second-degree arson, attempted second-degree arson, four counts of second-degree burglary and 41 counts of first-degree wanton endangerment.

Rachael S. Duncan, 18, and Shirley Jaggers, 19, both of Sweeden, have each been charged with three counts of second-degree arson, second-degree burglary, third-degree burglary and 40 counts of first-degree wanton endangerment.

Each count of wanton endangerment represents a first responder who was put in danger by fighting the fire, according to the indictments.

The Edmonson County Sheriff’s Office had arrested Massey, Woodcock, Ramsey and Hamilton on Nov. 7 after investigating a number of suspicious fires at abandoned structures, including one at the Sunfish Mall on Oct. 31 that destroyed the former general store.

According to a Nov. 7 arrest citation for Woodcock, a confidential informant led deputies to a witness who named Woodcock as one of the suspects in the Sunfish Mall fire. 

After being visited by Edmonson County Sheriff Shane Doyle, Deputy Wally Ritter and Detective Scott Skaggs, Woodcock agreed to come to the sheriff’s office to be interviewed.

“During the interview, Woodcock admitted that with multiple accomplices he set fire to the building,” Ritter wrote in the arrest citation. 

Woodcock told law enforcement that he and others entered the Sunfish Mall through a side door, left a tire laden with gasoline in the building, poured a gasoline trail leading outside and set it on fire with a lighter, according to court records.

The structure, which was abandoned and had no working power, burned to the ground.

The Sunfish Mall fire occurred the night after firefighters were called out to separate structure fires at Denzel Bullock Road and Sunfish Bee Spring Road. 

Ramsey was named as a suspect by multiple witnesses in those two fires, according to his arrest citation, and agreed to be interviewed by members of the sheriff’s office.

According to his arrest citation, Ramsey admitted to carrying a tire to the front door of the house trailer on Denzel Bullock Road, where an accomplice broke out a window, before throwing the gasoline-soaked tire and an “improvised Molotov cocktail” into the house and starting the fire.

Ramsey also reportedly confessed his involvement in the fire at the abandoned Sunfish Bee Spring Road house.

“An accomplice and (Ramsey) entered the abandoned house and set a square bale of hay inside it, then soaked it with gasoline, made a trail with the gasoline and set it on fire,” Ritter wrote in Ramsey’s arrest citation.

Ramsey’s attorney, Dennie Hardin of Bowling Green, said he has not received discovery evidence yet from Edmonson County Commonwealth’s Attorney Tim Coleman’s office and would defer comment.

Massey is suspected of being involved in a fire that destroyed an abandoned house on Jock Road on Oct. 16.

According to an arrest citation for Massey, deputies investigating a separate arson complaint learned that Massey was one of the people involved in the Jock Road fire.

“Witnesses stated that he carried a tire into the residence, along with other suspects, poured fuel onto the tire and set it on fire,” Ritter wrote on Massey’s citation.

Massey told law enforcement he drove the truck that brought the other suspects to the house, dropped them off and then returned minutes later to pick up the suspects.

“Video of the fire was found on another suspect’s phone,” Ritter wrote. “(Massey) stated that he later responded to the scene as a volunteer firefighter with another suspect who is also a volunteer firefighter.”

Massey, Hamilton and Ramsey had previously been firefighters for the Kyrock Volunteer Fire Department. A juvenile has also been charged in Edmonson District Court in connection with the fires.

The indictments allege that the co-defendants began intentionally setting fires on Nov. 23, 2015, and continued through Oct. 31.
