Man faces child sex abuse charges in third county

A Scottsville man was arrested Saturday for the third time in five months in the third different county on charges related to child sex abuse material.
Chad L. Delucenay, 34, was arrested on a warrant charging him in Barren County with 10 counts of promoting a minor in a sexual performance (victim younger than 16 years of age), according to Kentucky State Police.
Evidence was presented to a grand jury in Barren County by a member of KSP’s Electronic Crimes Branch, which began investigating Delucenay earlier this year on suspicion that he had been sharing images of child sexual exploitation online.
Delucenay was first arrested in June in Allen County when detectives learned he had reportedly uploaded and shared numerous illicit images and videos online.
KSP and agents with the Department of Homeland Security executed a search warrant at Delucenay’s address in Allen County on June 29 and interviewed him.
“During the interview, Mr. Delucenay admitted to uploading, distributing and possessing images and videos of child sexual abuse material on various online platforms,” Delucenay’s arrest citation in the Allen County case said.
A grand jury in Allen County went on to indict Delucenay on 10 counts of possession of matter portraying a sexual performance by a minor (victim less than 12 years of age), 10 counts of distribution of matter portraying a sexual performance by a minor (victim less than 12 years of age) and a count of promoting a sex performance by a minor (victim less than 16 years of age).
Delucenay has pleaded not guilty in that case and a pretrial conference has been set in Allen Circuit Court for Feb. 6.
According to a motion filed by Allen County Commonwealth’s Attorney Corey Morgan to modify Delucenay’s bond in that case, the promoting a sex performance charge concerns an allegation that Delucenay took a photo of the genitalia of twin girls who were approximately 3 years old.
Morgan’s filing mentioned active investigations in other counties.
“It appears that (Delucenay) would befriend females with children, to perp on their children,” Morgan said in his motion.
Delucenay was arrested for a second time on Nov. 1 in Todd County on a warrant charging him with first-degree rape (victim younger than 12) and first-degree sexual abuse (victim younger than 12).
That case is pending in Todd Circuit Court, with a pretrial conference set for Jan. 31.
Delucenay will be arraigned Nov. 27 in Barren Circuit Court on his latest criminal charges.
The Barren County Corrections Center website indicates that Delucenay was released Monday on a $100,000 bond.
