Not enough downtown parking

My husband and I have always enjoyed downtown Bowling Green. We like to attend concerts and shows at the Capitol Theater and SKyPAC as well as other events. However, we will not be able to do this anymore.
Late last year, the parking was greatly reduced. Handicapped parking has always been a problem, but now all parking is even worse. We had tickets for the Bellamy Bros. and arrived over an hour early. After driving around and finding no parking spots, we stood in line at the ramp garage while cars were barely moving looking for an empty spot. We finally found two handicapped spots on the very top level, by a law office (which thankfully is closed Saturday evening) and had to walk back, which is not easy if you have any disability, pregnancy, injury, etc.
I have no problem paying for parking, but it needs to be clearly marked and easily accessible. The one lot I did find required a QR code and charged by the hour. Every other city I have ever visited charges a flat fee and you can easily use a credit card, or I have supported the church parking lots where a person collects a flat parking fee with cash and you are given a ticket to put on your dash. I have yet to meet anyone in our wonderful community who has not complained about the parking situation.
