Failing to thoroughly plan is not the best approach in just about any scenario.
Warren County is working to stay ahead of its continued growth curve with a planned transportation improvement district. Fiscal court approved the creation of the district Thursday.
Legislation passed in 2022 allowed for the creation of such special-purpose governmental entities. Warren is the second county in the state – the other is Boone County – to form this type of district.
“What we’re excited about is that this (TID) gives some local control to pull local, state and federal money together,” Warren County Judge-Executive Doug Gorman said. “It will allow for local decision-making to speed up projects.”
Bowling Green and Warren County’s growth continues. There are $500 million worth of projects for Warren County in the state’s current six-year road plan.
Gorman noted the success of transportation districts in Ohio.
He added that he will appoint members to the district’s board. He also noted another advantage of TIDs – it allows for public-private partnerships on transportation projects.
We believe this district is a wise step. As the city and county continue to expand, an orderly, smart and timely implementation of transportation improvements is vital to where smart growth will take Warren County.
To put the TID together, the county is hiring the consulting firm The Montrose Group, which is based in Columbus, Ohio. A market study analyzing regional transportation plans and needs will be done by Montrose, which then will recommend how to structure and operate the TID.
A central body to watch over the numerous transportation projects could be essential to ensuring that needs are met and that planning for future transportation projects has a more organized and focused eye on developments that are sure to continue to surface.
We commend Gorman and magistrates for taking this insightful step that will surely be an asset as Warren County moves forward.
