Parking garage needs upgrades

Downtown Bowling Green is so attractive both with buildings and our green spaces. Not so much with our parking structure.
Recently, I attended a concert at SKyPAC and there was also some event taking place at (Bowling Green Ballpark). It was necessary for me to park on the fifth floor of the parking structure. The main elevators were not working and had not been working for a few days. Walking up and down five flights in this heat and humidity was not very comfortable.

One sign said that the Eighth Avenue elevator was working but who knows where this is located. I noticed an elderly lady using a cane and she was needing to walk the ramps from floor to floor. It would help the parking situation if more signage was used.
They have also closed off one gravel area so it is more difficult to exit. Why also are the speed bumps located at the ends of rows where it is necessary to slow down anyway?
The ground level could also be made more attractive by landscaping. Why is it necessary to lock doors to small hallways where other elevators are located?
SKyPAC draws visitors from many areas and it would be nice if our parking structure was a nicer place for all downtown patrons.
