The two people in the car said that Sebastian Howard had fired a gun several times in the air outside his residence and that he was very upset at someone or something.

Police attempted to stop a second vehicle suspected of involvement, and the car drove to a house on Kirtley Way, at which point the driver, identified as Howard, jumped out, entered the residence briefly and came back outside, the arrest citation said.

Police recovered nine shell casings from the driveway outside Howard’s residence and, after receiving a search warrant, recovered a handgun from his vehicle.
