Allen County joins breakaway group

SCOTTSVILLE — Another county has made a move to break away from workforce development services provided through the Barren River Area Development District.

Allen County Fiscal Court on Monday approved a resolution authorizing Judge-Executive Johnny Hobdy to sign a request to the governor to designate Allen County along with Simpson, Logan and Warren counties and the city of Bowling Green as a workforce area.

Warren County Fiscal Court approved the request last week. Last month, Warren County Fiscal Court also approved the creation of a 501(c)(3) corporation that would apply for workforce investment money on behalf of the county and would be responsible for seeking competitive bids from organizations that wish to provide workforce development services for the county.

The proposed effective date of the requested workforce area would be July 1 and would coincide with the effective date of the Workforce Innovation and Opportunities Act, which is set to replace the old Workforce Investment Act.

Logan County Fiscal Court will discuss the issue Wednesday, and Simpson County Fiscal Court is set to consider it Nov. 18.

Hobdy said he feels there are more services that can be provided for industries.

However, he said that even if Allen and the other counties are able to break away from the existing workforce development services, it will still remain tied to the BRADD.

“They provide us other services that we need in our community that we’re not able to provide on our own,” Hobdy said.

He said he can’t guarantee that the new workforce area, if approved, will be a success, but he feels it is the best move for Allen County.

Hobdy said any county will be able to withdraw from the new workforce area if it they choose.

District 1 Magistrate Dennis Harper, who made the motion to approve the resolution, said his reason for supporting the measure isn’t because BRADD is not doing what needs to be done.

“I feel like we’d be better served if we could have a more concentrated group,” he said.

Harper said Judge-executives Mike Buchanon of Warren County and Jim Henderson of Simpson County and Bowling Green Mayor Bruce Wilkerson are well respected in Allen County.

“I trust their opinion, and if they feel like it’s a good thing for them to do, I think it’ll be good for Allen County also,” he said.
