Man accused of making threats in Congressman’s office arrested, released

Bowling Green Police arrested a man Friday who made “suspicious statements” in a U.S. congressman’s office Thursday, reports show.
Richard A. Kupczyk, 63, address unknown, was released Friday from Warren County Regional Jail after posting a $250 bond in connection with being charged with third-degree terroristic threatening.

He has an Aug. 16 court date.
A Bowling Green police citation shows Kupczyk was arrested in the 1700 block of Scottsville Road at 12:50 p.m. Friday on a warrant, the citation states.
A man who said he lives in a metal shed went into a U.S. congressman’s office Thursday in Bowling Green and made “suspicious statements” during an interview about possibly obtaining U.S. veterans’ benefits, according to reports.
The man was interviewed by a staff person for U.S. Rep. Brett Guthrie, R-Bowling Green, who said the man came into the office at 12:30 p.m. and left an hour later, BGPD reports show. During the interview, the man stated that he is mentally ill. He said he was coming in to talk to the congressman’s staff because “I want to prevent a disaster,” the reports show.
The man also told the staffer that he didn’t want him “to read about me in the national paper or see me in the national news,” “I don’t want the body count to be high,” “I am afraid of what I might do to myself and others,” and that he was “OK for today but don’t want to hurt myself or someone else in a month or so,” reports show.
BGPD determined that the man spends time at the Warren County Public Library and recently showed a picture of his cat named Mickey Meow to a staff person there. A check of the man’s criminal background revealed several breaking and entering charges in 1975 from North Carolina, reports show.

The man is barred from the congressman’s office in the Warren County Justice Center, reports show. The offices of Republican U.S. Sens. Rand Paul and Mitch McConnell were notified about the man, reports show.
Bank robbery — An undisclosed amount of money was taken Monday from Citizens First Bank in Franklin during a robbery, according to a release from the Franklin Police Department.
At 9:40 a.m., a white woman described as about 5 feet 6 inches tall and 135 pounds entered the bank wearing a brown ponytail wig partially covering her platinum blonde hair, the release said. The woman, described in her mid-30s or mid-40s, was also wearing clear glasses and a blue hat with a peace sign imprinted in either rhinestones or sequins and a white T-shirt, the release said. She approached a teller with a handwritten note, the release said, that stated that two black men had her daughter and would kill her if the bank did not give her $80,000, Lt. Scott Wade said. The woman handed the teller a purple and white purse and left the bank without incident, Wade said.
Later at the Key Stop Travel Plaza on U.S. 31-W, according to a witness, the woman ditched the wig, hat, purse and glasses and took duct tape off the Tennessee license plate of a late-model, four-door, charcoal gray or silver-colored Honda Accord she was driving, Wade said. The last two letters of the license plate are “VY,” he said. The woman was last seen driving south on Interstate 65, Wade said.

Meth lab — A Hart County man was charged Friday with manufacturing methamphetamine and possession of drug paraphernalia, according to a release from Hart County Sheriff Boston Hensley.
Jesse L. Skaggs, 49, 2695 Aetna Furnace Highway, Magnolia, is in Hart County Jail in lieu of a $50,000 bond, according to the release. On Friday, the sheriff’s office received a complaint of a methamphetamine lab at a residence. Sheriff’s deputies along with the Greater Hardin County Drug Task Force responded to Aetna Furnace Highway.
In an unrelated incident, Hart County sheriff’s deputies destroyed 26 marijuana plants Sunday in a wooded area east of Horse Cave off Ky. 218 and an investigation is continuing, the sheriff said.
Thefts — A resident in the 100 block of East 10th Avenue said $700 in items were taken Wednesday from his apartment, BGPD reports show. Taken were a $160 television, 30 DVDs worth $500, $30 worth of T-shirts and jeans, and a duffle bag valued at $10.
In an unrelated incident, a deposit totaling $2,690.19 from the Dollar General Store, 1950 Cave Mill Road, was taken July 18, BGPD reports show. Several people have been questioned about the theft and surveillance tape has been reviewed, but no arrest has been made, reports show.
