Child exploitation indictment against Allen man alleges multiple victims

Federal criminal charges of child sexual exploitation have been returned against a Scottsville man facing similar charges in the state court system in three area counties.

A federal indictment unsealed Tuesday charges Chad L. Delucenay, 36, with two counts of sexual exploitation of a minor and one count each of distribution of child pornography and possession of child pornography.

The indictment in U.S. District Court in Bowling Green alleged offenses dating back to 2021 in Barren and Allen counties.

Delucenay is accused in both exploitation counts of inducing a total of three juvenile victims to engage in sexually explicit conduct for the purpose of producing visual depictions of the illegal conduct.

One exploitation count alleges an offense occurring Nov. 21, 2021, in Barren County, while the other alleges Delucenay sexually exploited two minors in Allen County on Sept. 5, 2022.

Delucenay is also accused in the indictment of distributing images of child sexual exploitation between March 1, 2023 and June 29, 2023, and of having such images in his possession on June 29, 2023.

Delucenay was booked March 14 into Warren County Regional Jail and was arraigned that date in U.S District Court on the federal charges, entering a not guilty plea.

Three active criminal cases exist in state court in three separate counties against Delucenay, each alleging illegal behavior involving juveniles.

In Allen Circuit Court, Delucenay has pleaded not guilty to 10 counts of possession of matter portraying a sexual performance by a minor, 10 counts of distribution of matter portraying a sexual performance by a minor and a count of promoting a sexual performance by a minor.

He was indicted on those charges in 2023 and has a pretrial conference set in that matter for May 20.

A case against Delucenay in Barren Circuit Court in 2023 charges him with 10 counts of promoting a sexual performance by a minor, for which he has a pretrial conference scheduled for April 14.

Delucenay was also indicted in 2023 in Todd County on charges of first-degree rape (victim less than 12 years of age) and first-degree sexual abuse (victim less than 12 years of age).

He has pleaded not guilty to those charges in Todd Circuit Court and has a pretrial conference scheduled there on May 21.
