The city commission and mayor decided to create an law that would require car owners to license and register their vehicles with the city for a fee in an effort to raise revenue.
Judge John H. Gilliam ruled that the ordinance was unconstitutional based on a state ordinance created in 1920 that already required automobiles to be registered with the state, which required owners to pay a fee.
