Proposed highway plan doubles investment in Warren

House Bill 266, Kentucky’s Biennial Highway Construction Plan for 2024-26, was approved by the General Assembly in late March and now awaits finalization from the governor.
The current version of the plan roughly doubles the Warren County investment from the 2022 plan, roughly $42.3 million then to $92 million allocated in the next two years.
An additional $30.6 million is requested in Warren for the third year of the plan in anticipation of future allocations.
The nearly 300-page list of projects encapsulates years of projects across the state. However, don’t expect major change quickly.
Some projects may take a decade to complete, with a specific timeline largely depending on the will of the General Assembly. Only the first two years of projects have specific allocations, with Fiscal Year 2026 being closer to a future estimation.
Warren County is slated for $21.5 million in projects in FY2024, $70.5 million in FY2025 and potentially $30.6 million in FY2026. A total of 33 projects are included in Warren, according to the plan:
- $18.5 million to widen U.S. 31W from the Warren-Simpson County line to Buchanon Park.

- n to extend Three Springs Road from Flealand to William H. Natcher Parkway, including a bridge over the parkway.
- $8.5 million to improve Ky. 185 from 0.24 miles south of Pruitt Road to 0.16 miles south of Ky. 1320.
- $7.7 million to reduce congestion and increase safety on Cave Mill Road and Dishman Lane from the end of a three-lane section near Raintree Drive east of Grider Pond Road.
- $6.9 million to widen U.S. 31W from Park Avenue to Fairview Avenue.
- $6.9 million to improve connectivity to the Kentucky Transpark.
- $6 million to improve mobility and reduce congestion on U.S. 31W from Mizpah Road to Freeport Road.
- $5.7 million to reconstruct Ky. 622 (Plano Road) to eliminate two right-angle curves.
- $5.7 million to improve mobility and reduce congestion on U.S. 31W from U.S. 68.
- $5 million to widen and reconstruct Ky. 245 (Cemetery Road) from Fountain Trace to Roger Porter Road.
- $3.5 million to construct a two-lane roundabout at the intersection of Ky. 101 and the I-65 southbound entrance and exit ramps in Smith Grove, as well as widen the existing I-65 southbound exit ramp to two lanes and extend the ramp north.
- $3 million to construct a dual-lane roundabout at Broadway Avenue and U.S. 31W.
- $2.6 million to add safety improvements and rehabilitation on Ky. 3225.
- $2.6 million to widen Ky. 234, which may include a roundabout, turn lane and signal at Hampton Drive.
- $2.5 million to modernize U.S. 68 between Victoria Street and Clay Street.
- $2.5 million to conduct a scoping study for outer belt line extending Ky. 3145 to northern Warren County.
- $2.5 million to widen Russellville Road, including the construction of roundabouts at the intersections of Morgantown Road and University Boulevard. Scope includes reconstruction of the CSX overpass and pedestrian and bicycle accommodations near Western Kentucky University.
- $2.3 million to complete Interstate 65 and U.S. 68 diamond interchange by adding northbound on-ramp and southbound off-ramp.
- $2 million to complete preliminary engineering and environmental study for new I-65 interchange in southern Warren County near Woodburn.
- $2 million to improve U.S. 31W from U.S. 231 (Campbell Lane) to U.S. 231X (University Boulevard).
- $1.8 million to improve safety and mobility in U.S. 31W from Ky. 3225 to Ky. 957, including the reconstruction of the Ky. 446 interchange.
- $1.8 million to widen Smallhouse Road from Elrod Road to U.S. 231 (Campbell Lane), which includes pedestrian and bicycle accommodations, intersection improvements and a continuous center turn lane.
- $1.8 million to improve safety and mobility on U.S. 31W from Freeport Road to Ky. 101.
- $1.8 million to improve safety and mobility on Ky. 234 at I-65, including an interchange reconstruction.
- $1.6 million to construct left and right turn lanes from U.S. 68-Ky. 80 onto Fred Madison Road at approximately the 17.1 mile point.
- $1.2 million to improve safety and mobility on Ky. 622 from Interstate 165 to U.S. 231.
- $1.2 million to construct a new interchange on I-165 at Elrod Road. Includes new construction for parts of Elrod Road and widening of Smallhouse Road, as well as roughly five miles of improvements to provide connections to U.S. 31W.
- $1.2 million to reduce congestion and improve safety and mobility on Russellville Road from Morgantown Road to University Drive.
- $1.2 million to improve Ky. 185 from 0.32 miles south of Austin Raymer Road to 0.08 miles south of the bridge over Ivy Creek.
- $1 million to refuge congestion and increase mobility on Ky. 234 from the exit 26 interchange with I-65 to Ky. 880.
- $940,000 to construct a new interchange on Natcher Parkway at Elrod Road in Bowling Green.

- $280,000 to add left turn lane on Ky. 242 into Rich Pond Elementary School.
Counties surrounding Warren will see their own share of investments. Some of the largest projects include:
- $17.4 million to Butler County for a bridge project on I-165 at the Green River.
- $13.9 million to Logan County to widen U.S. 79 to four lanes from Todd County line to intersection with Russellville Bypass.
- $8 million to Barren County to address the condition of U.S. 68X from mile points 2.75 to 4.27.
- $6.6 million to Barren County to widen Highway 90 from Sanders Street in Cave City to U.S. 68 (Glasgow Outer Loop) in Glasgow.
- $6 million to Barren County to improve Ky. 1297 from Donnelly Drive to U.S. 31E, and improve Donnelly Drive from Ky. 1297 to U.S. 68 in Glasgow.
- $6.3 million to Allen County to improve Ky. 100, with specific plans for curve, bridge and intersection work near the Stony Point Road intersection east of the Alonzo Long Hollow Road intersection.
- $4.6 million to Allen County to reconstruct Ky. 100 from Ky. 622 in Simpson County to east of Sulphur Fork Creek in Allen County.
- $6.3 million to Edmonson County to reconstruct Ky. 259 from 0.42 mile north of the Ky. 70 intersection to north of the Kyrock Elementary School.
- $4.1 million to Edmonson County to reconstruct Ky. 70-Ky. 259 from 0.36 mile north of Green River bridge at Brownsville to 0.42 mile north of the Ky. 70-Ky. 259 intersection.
- $6 million to Simpson County to improve Ky. 1008 from Ky. 73 to North Franklin Street.
- $3.2 million to Simpson County to improve mobility by completing Ky. 1008 Bypass around Franklin.
