The Park City Daily News on March 5, 1928, reported that “Allen County is without a sheriff today for the first time in the history of the county on account of Sheriff W. E. Cliburn failing to make the required revenue bond before March 1.”

The article explains that “the law says that when a sheriff of any county fails to make a revenue bond by March 1, his office becomes vacant.”
