Plea offer extended to BG man in child sex abuse case

The attorney for a Bowling Green man accused of sexually abusing multiple children informed the court Monday that a plea offer has been extended that could resolve the case.

Kevin Dale Chapman, 65, appeared in Warren Circuit Court for a pretrial conference in a criminal case in which he has been charged with four counts of first-degree sexual abuse, four counts of first-degree unlawful transaction with a minor and one count each of first-degree rape and first-degree sodomy.

The alleged victims identified by authorities were all less than 12 years of age at the time the offenses are said to have occurred, court records show.

During Monday’s hearing, Chapman’s attorney, Jason Pfeil of the Department of Public Advocacy, told Warren Circuit Judge J.B. Hines that he had received an offer that day from the Warren County Commonwealth’s Attorney’s Office, and asked for another hearing.

“I have just shown Mr. Chapman that offer, we have not had an opportunity to discuss it,” Pfeil said in court.

Hines set another pretrial conference for Feb. 12.

The charges against Chapman in the indictment involve allegations of illegal sexual contact with four children of various ages between January 2019 and November 2021. 

One sexual abuse count returned in a separate indictment alleges that Chapman subjected a child to sexual contact between January 2007 and December 2008 when the child was ages 7-8.

Chapman was arrested on April 21, 2022, by the Bowling Green Police Department.

According to an incident report completed by BGPD Officer Andre Creek, the parent of four juvenile children and a foster child had been made aware that the children had been potentially subjected to sexual contact by Chapman at various times over the previous eight years.

Chapman is identified in the report as the godfather of the complainant.

The complainant was also made aware that one of his children had recorded a video of herself acting out sexually, the report said.

The juvenile was confronted about this, at which time she indicated Chapman had inappropriately touched her, according to the report.

The complainant approached two of his other children to question them about whether they had been subjected to inappropriate contact, and they “both looked at each other and appeared to be scared,” the police report said.

Police learned the complainant has a child who is autistic and nonverbal along with a foster child, and the complainant suspected that any instances of abuse happened at any of the three addresses where Chapman lived dating back to 2014.

An arrest citation said that forensic interviews were conducted with the five juveniles on April 21, 2022.

“Multiple juveniles disclosed sexual abuse and named Kevin Chapman as the perpetrator,” Chapman’s arrest citation said.

After the forensic interviews, police located Chapman and took him to BGPD headquarters for an interview.

“During the course of his interview, Chapman made admissions which corroborated details in the case,” the arrest citation said.

Chapman has remained in Warren County Regional Jail since his arrest, being held under cash bonds totaling $55,000.
