Why aren’t school zones enforced?

A question: If we have reduced speed limits in school zones, why are they not enforced?
I drive frequently on Lovers Lane when the school zone limit is in effect and virtually no one slows down. This morning a car zipped in and out of traffic at easily 50 mph. What is the use of speed limits, set with safety in mind (I guess), if they are not applied?
As other commentators have noted, many drivers in the area drive too fast, plow through red lights and tailgate with abandon. Only people can change their driving behavior, but perhaps the random, frequent presence of a police car will slow traffic, at least for a while.
