On Aug. 8, 1952, Warren Fiscal Court passed a resolution clarifying its policy that the newly built $60,000 Warren County Old Folks Home at Woodburn was open to all “indigent old persons … regardless of race, creed and color.”
Awareness of the situation was drawn a week earlier when Golden Wade, a local African American, had written a letter to the editor of the Daily News stating that African Americans were being denied admittance there and at the county Tuberculosis Hospital even though they paid the same taxes that funded both institutions.
