Housing development in Rich Pond gets OK from planning commission

Southern Warren County, already a hotbed of residential developments, could be getting another 32-home subdivision across the street from Rich Pond Elementary School.
The City-County Planning Commission of Warren County, at its Thursday meeting in the Bowling Green City Commission chambers, voted 6-5 to approve rezoning a 5.3948-acre tract along Ky. 242 (Rich Pond Road) from agriculture to Planned Unit Development.
That action could lead to the property, which is bisected by Skees Road, being developed into a subdivision under a plan put forth by property owners Mike and Evon Hymer.
The Hymers’ original plan to develop 40 single-family homes of about 1,500 square feet each met with opposition in the community and was amended to 32 homes.
That plan passed narrowly, with commissioners Tim Huston, Doug Martens, Sandy Clark, Tim Graham, Christiaan Volkert and Velma Runner voting to approve.
The rezoning must be approved by Warren County Fiscal Court before it is final.
In another contested rezoning at Thursday’s meeting, LA Construction of Bowling Green LLC won approval on an 8-3 vote to rezone a 0.4837-acre tract at 401 Stone Lane in Plum Springs from single-family residential to townhouse/multi-family residential.
LA Construction is proposing to develop the tract near the site of the proposed Glenbrook residential and commercial development into a structure containing four two-bedroom apartments.
That rezoning will need to be approved by the city of Plum Springs.
In other action, the commissioners voted to approve an application from Magnolia Hills LLC and developer Rodney Rogers to rezone 48.69 acres on Plano Road near the William H. Natcher Parkway from single-family residential to Planned Unit Development in order to subdivide the property into as many as 300 single-family residential lots.
Rogers had the property rezoned from agriculture and heavy industrial to single-family residential last November. This latest action will allow an 18-foot setback for the development in order to ensure appropriate driveway length for vehicle storage.
Final approval must be made by the city of Bowling Green, which annexed the property in 2016.
The planning commission also approved an application from GTS Properties LLC, Arina LLC and Jason and Amanda Terrell to amend the binding elements and general development plan on a 21.79-acre tract on the corner of Nashville Road and McLellan Road.
The amendments are needed to better accommodate the current planned uses for the property, which include a single-family residential subdivision, a wedding/event venue and other commercial uses.
Also approved was an application by Greenhills Development Partners LLC to rezone 1.64 acres at 570 Lovers Lane from residential estate to Planned Unit Development in order to develop a medical office and pharmacy.
Hymer’s BCTA Properties LLC was approved for rezoning a 2.9304-acre tract at 5893 Scottsville Road from general business to Planned Unit Development. According to the general development plan, Hymer plans to develop the property into a maximum of 30 single-family residential units, with a commercial use at the front of the property.
The planning commission also approved an application from Brian and Allison Mefford to rezone an 8.0389-acre tract at 3538 Mount Lebanon Road from agriculture to residential estate in order to subdivide the property into four single-family residential lots.
