Rezoning redux: Planning commission to hear apartment proposal again

A plan to build a 33-unit townhome complex near Shawnee Estates that the City-County Planning Commission of Warren County rejected in July will be back before that commission Thursday, with a slight modification.

The application from 34 Properties LLC and Harlan-Gray Investments LLC, both owned by Matt Simpson, to rezone an L-shaped 3.28-acre tract from single-family residential to the RM-4 multi-family residential category met with vocal opposition in July. More than 20 residents of Shawnee Estates and neighboring subdivisions spoke against the rezoning, which lost in a 6-4 vote.

On Thursday, the same applicants will propose that the property at 1011 Campbell Lane and at the end of Mohawk Drive be rezoned to the RM-3 category, which allows for a less-dense development than RM-4.

“It’s a revised application,” said Chris Davenport, attorney for the developer. “We’re requesting rezoning to RM-3, which is less dense. We think it’s consistent with the Future Land Use Map. I was optimistic the first time. I think it’s a very appropriate development.”

This application differs little from the July application. It calls for 33 townhome-style units in a maximum of 12 buildings, with access to the development from both Campbell Lane and Mohawk Drive. The applicants have agreed to place a gate at the entry to Mohawk Drive, have right-turn-only access along Campbell Lane and place a “No Outlet” sign at the Campbell Lane entrance.

Residents of the Shawnee Estates, Mitchell Heights and Churchill subdivisions near the proposed development turned out in force to speak out against the development in July. They argued that apartments are not appropriate near the single-family residential areas, citing concerns about increased traffic and water runoff.

The proposed development is near the Hilltop Club – formerly College Suites – and Regency Park apartment complexes, but residents such as Melanie Shy of the Churchill subdivision don’t want to see any more multi-family housing in the area.

“We are a single-family neighborhood,” Shy said. “To put apartments in the middle of our neighborhood is not right. We would like to see development consistent with what’s already there.”

Shy expects “a good number” of residents near the proposed development to turn out for Thursday’s meeting, which starts at 6 p.m. in the Bowling Green City Commission chambers.

The planning commission will consider another apartment development Thursday. Westen Street Apartments LLC and Jason Mills are applying for approval of a detailed development plan that would add eight one-bedroom apartments and 16 two-bedroom apartments to the six multi-family units already existing at Patrick Way (bounded by McIntosh and Westen streets). The 1.45-acre tract is already zoned multi-family residential.
