Kim Phelps has joined Warren Rural Electric Cooperative Corp. as senior director of communications and public relations.

Phelps, who holds degrees from Boston University and the University of Louisville, spent 13 years working in the Kentucky General Assembly before working the past four years as vice president of communications and public policy for the Bowling Green Area Chamber of Commerce.
