Capitol Arts roof repair expected to begin in November

The roof of the Capitol Arts Center is expected to be repaired early in November.

Warren County Fiscal Court accepted Monday a $87,466 bid from Double D Commercial Roofing for replacing the roof of the Capitol Arts Center.

Josh Moore, director of Public Works, said Fiscal Court’s choice was limited because replacing the roof requires a process that few companies offer. The work will require removing its top layer and applying two layers of spray foam, he said.  

“That particular product, the application of that, there’s not very many companies who do that work,” he said.

The spray foam will allow the roof to provide more insulation than most roofs are capable of and is necessary because the roof is not uniformly flat, Moore said.    

“In this case, the roof is not flat everywhere so it conforms to different irregularities in the roof,” he said.

Public Works, after examining the roof, preferred this process over simply removing it in its entirety and replacing it with a new one, Moore said. 

Completely replacing the roof would probably cost more and would disrupt the theater’s operations, whereas the spray foam method would not.  

The theater’s roof has needed repairs for several years, Moore said.  

Moore said he expects the project to begin in early November, adding that it would probably only take a week to finish. 

Warren County Judge-Executive Mike Buchanon said the Capitol’s roof has routinely been springing leaks for several years.

“I’m just glad we’re finally getting to work on the roof at the Capitol,” he said. “It’s in bad need.” 

In another matter, Fiscal Court approved an extra week of use for a temporary ice rink to be installed at the SoKY Marketplace Farmers Market. 

Originally scheduled to be available starting Dec. 2, the rink will now open Nov. 24, the day before Thanksgiving, according to District 1 Magistrate Doug Gorman. The temporary rink will be available for ice skating until Jan. 8.

Warren County will pay $4,200 to Ice Rink Events for the additional week on top of $83,600 already agreed to.

“I just wanted to kick it off Thanksgiving weekend because we’d have greater crowds,” Gorman said. 

Buchanon said there’s been growing demand for an indoor ice rink in the county for the last 15 years and the temporary rink will enable Fiscal Court to see the extent to which an indoor rink might be desired.

“We’ve had an enormous amount of people who’ve moved here from St. Louis, from Detroit, from Canada and northern cities … and they’re bringing their children who are used to skating on ice,” he said. “This gives us an opportunity to gauge the need and how much the public will utilize it before we consider the investment of an indoor ice rink.”
