Major Greenhills development planned off Lovers Lane

A large swath of land off Lovers Lane could be site of a major housing, commercial and professional office space development.

Greenhills Development Partners, LLC, 350 Scotty’s Way, plans to develop 450 houses on 80.69 acres on Lovers Lane, bounded by Suwannee Trail Street, Washington Avenue and Interstate 65. David Sears is heading up the project and appeared Thursday before the City-County Planning Commission of Warren County.

The plan approved unanimously by the planning commission for recommendation to the Bowling Green City Commission includes 900,000 square feet of commercial and professional office space development. It is expected the commercial development will consist of about 100,000 square feet of commercial and about 800,000 square feet of the professional office space. The number of houses might be less than 450, noted Bowling Green attorney Kevin Brooks, who spoke for the applicant.

The property is inside the Lovers Lane Overlay District Future Land Use Map and Sears requested a change in zoning from single-family residential to multi-family residential.

The land until recently was owned by Living Hope Baptist Church. The Warren County Public Schools will serve any residential area in Greenhills, according to the plan.

The development will have a maximum of two access points to Lovers Lane. A traffic study by Qk4 Inc. was submitted with the plan given to the commission.

The Warren County Water District has a six-inch water line providing adequate water for domestic and commercial uses and to meet fire-control standards, and the property will be served by sanitary sewer line on Lovers Lane. Greenhills will be served by the city of Bowling Green Fire Department — which has the capacity to serve the entire development when completed, according to the plan. Lovers Lane will continue to be a state-maintained road. The roads in Greenhills will be built to applicable local standards and are expected to be accepted and maintained by the city of Bowling Green Public Works Department, the plan added.

The development is expected to be rolled out in stages.

One binding element that was part of the 30-page staff report noted that before certificates of occupancy may be issued for developments on lots totaling 35 acres or greater, a traffic signal will be designed and installed at the primary entrance to the development. The property will be developed to allow for a Greenways Trail connection along I-65. All utilities will be underground except for the Warren Rural Electric Cooperative Corporation Phase III electrical transmission line about 70 feet west at the Lovers Lane right of way. Access points to Lovers Lane will be approved by the Kentucky Transportation Cabinet.

In another action, the commission voted unanimously to recommend an application to the City Commission by the Housing Authority of Bowling Green to rezone from single-family to multi-family residential about 8.621 acres at the end of Coombs Drive. The section is bounded by Double Springs and Beech Bend roads.

The housing authority wants to develop 60 units. The residential units will have a minimum of 600 square feet of heated living area, exclusive of garages and porches, the plan noted.
