State road plan calls for widening Scottsville Road, finishing Transpark-I-65 interchange

The two-year state road plan contains about $110 million for Warren County road projects, including a new Interstate 65 interchange and connector to serve the Kentucky Transpark, widening Scottsville Road to six lanes from Three Springs Road to Wilkinson Trace/Ashley Circle and a new road in Bowling Green connecting Shive Lane to Lovers Lane.
The plan was approved by state legislators Friday and is now in the hands of Gov. Matt Bevin. The biggest near-term project in the plan is $13.3 million for surfacing the new interchange this year, more than a decade after $36 million in federal funds was earmarked for the project. Environmental concerns, reviews and a lawsuit delayed the project. There is another $6 million for paving in the next fiscal year for the road as well.
Jeff Moore, Kentucky Transportation Cabinet District 3 director, said being included in the two-year state road plan doesn’t guarantee a project will be done, even assuming Bevin signs off on the plan as approved by legislators. Rather, it puts the projects on a list for priority completion.
“This is our to-do list over the next two years. Like all spending plans, it’s based on income projections,” Moore said.
If funds aren’t there, some projects may not start.
The two-year plan is developed in coordination with local officials.
“The process starts this year for the next two-year plan,” Moore said.
Bowling Green Mayor Bruce Wilkerson said the projects should help alleviate congestion around the city.
“We are glad to see that finished,” he said of the I-65 interchange completion. The project was contested for several years in federal court after an environmental group contended the Federal Highway Administration did an inadequate environmental review. The courts ruled, however, that the project should move forward.
The road plan also includes $2 million in fiscal year 2017 to widen Scottsville Road from near I-65 to just past Bowling Green-Warren County Regional Airport.
“We appreciate any effort the state takes to ease traffic,” Wilkerson said.
Another of the long-discussed projects in this year’s plan is the widening and extension of Shive Lane in Bowling Green.
The project has been on the city’s radar since about 2007, but the project was derailed when a property owner refused to sell a portion of his land needed for the extension.
The state road plan allots $139,000 for design work on the project in fiscal year 2017, with actual construction slated for fiscal year 2018 with a projected cost of about $3.6 million.
The plan is to widen the two-lane Shive Lane from Ken Bale Boulevard to Middle Bridge Road to five lanes with sidewalks, then continue the road through what is now a field to Lovers Lane. The new road would end at Lovers Lane opposite Searcy Way to create a four-way intersection.
“We have already provided design work to the state on that project. It will help traffic flow in that area,” Wilkerson said.

•Reconstruct Ky. 185 from north of the junction with Ky. 263 near Richardsville to the Butler County line. Construction is slated for FY 2018 with a cost of $26.8 million.
•Widen U.S. 31-W to five lanes from one mile south of Ky. 242 to Dillard Road ($9.6 million for FY 2017 for construction).
•Construct a pedestrian underpass under U.S. 31-W connecting Buchanon Park to Chaney’s Dairy Barn ($450,000 for FY 2017).
•Reconstruct the existing Natcher Parkway-U.S. 231 interchange ($1.2 million in FY 2017 for design).
•Replace the bridge on Ky. 234 over Drakes Creek east of Shaker Mill Road ($5.8 million in FY 2018 for construction).
•Widen and expand U.S. 231 from Pascoe Boulevard to north of Cave Mill Road ($840,000 in FY 2016 for rights of way, $2 million for FY 2017 for utility relocation and $2.58 million in FY 2018 for construction).
•Widen Ky. 884 from Long Road to the Natcher Parkway ($1 million in FY 2017 for rights of way purchase, $2 million in FY 2018 for utility relocation).
•Widen U.S. 31-W from the Simpson County line to Buchanon Park ($1.8 million for rights of way purchase in FY 2018).
•Widen Cemetery Road from Fountain Trace to Roger Porter Road ($750,00 in FY 2017, $2 million in FY 2018).
•Widen U.S. 31-W from Campbell Lane to University Boulevard ($800,000 in design money in FY 2107).
•Widen U.S. 31-W Bypass from Cemetery Road to U.S. 68. ($800,000 in design money in FY 2017).
•Perform congestion mitigation projects along U.S. 31-W from U.S. 68 to Mizpah Road ($2.1 million in FY 2017 and $2.8 million in FY 2018).
