Governor Ernie Fletcher has appointed five new members to the State Advisory Council on Libraries and reappointed three others.

Garry B. Collum, of Fort Mitchell, was a new appointee. Collum is systems coordinator for the Kenton County Public Library. He holds a bachelor’s degree in art history and a master’s degree in library science from the University of North Texas. He represents public libraries on the council and is married to Sandra Collum.

Shauna L. Patton, of Stambaugh, was also a new appointee. Patton is an instructional supervisor for Johnson County Schools in Paintsville. She holds a bachelor’s degree in elementary education from the University of Kentucky and a master’s degree in elementary education with an emphasis in reading and Rank I certificate in instructional supervision from Morehead State University. Patton is a member of the Kentucky Association of School Administrators and the Kentucky Association of Assessment Coordinators. She is married to James D. Patton and represents library users on the council.

Also newly appointed was Jane Winkler Dyche, of London. Dyche is an attorney and president of the Kentucky Bar Association. She also serves as master commissioner of the Laurel Circuit Court. Dyche holds a bachelor’s degree in home economics, a master’s degree in resource management and family economics and a juris doctor degree from the University of Kentucky. She is past president of the Friends of Kentucky Educational Television Board of Directors and a member of the Friends of the Laurel County Public Library board. She is married to R.W. Dyche III and represents library users on the council.

Michael Lyons, of Louisville, was also newly appointed. Lyons is retired. He attended Nova University in Florida and represents library users who are blind or physically handicapped.

Mary C. Congleton, of Berea, was also a new appointee. Congleton is librarian for the Southern Kentucky Area Health Education Center (AHEC) Health Sciences Library in Mt. Vernon. She holds a bachelor’s degree in tourism, food and lodging and a master’s degree in library science from the University of Tennessee. Congleton is a member of the Kentucky Library Association, the Kentucky Rural Health Association and national, regional and state medical library associations. She represents special libraries on the council.

William H. Wilson, of Lexington, was reappointed. Wilson is deputy executive director for education and outreach for Kentucky Educational Television (KET). Wilson is the former chair of the Kentucky State University (KSU) Board of Regents and a member of the advisory board of the Lexington Public Library and the board of directors of the Prichard Committee for Academic Excellence. He holds a bachelor’s degree in history and political science from KSU and a master’s degree in education and psychology from the University of Kentucky. He represents library users on the council and is married to Margie Wilson.

Karl A. Benson, of Stanford, is director of the Boyle County Public Library. Benson holds a bachelor’s degree in English from Greenville College in Illinois and a master’s degree in library science from the University of Kentucky. He is a member of the American Library Association and the Kentucky Library Association and represents institutional libraries on the council.

William H. Hansen, of Irvington, is librarian of the U.S. Army Armor School Research Library at Fort Knox. He received a bachelor’s degree in history from Providence College and is a member of the Kentucky Library Association. He is married to Margaret Hansen and represents special libraries on the council.

The State Advisory Council on Libraries is a legally mandated body that represents library entities and users across Kentucky by providing advisory and evaluative services to the Kentucky Department for Libraries and Archives (KDLA). Members are appointed by the Governor for four-year terms and represent public, school, special and institutional libraries, disadvantaged and disabled library users and the Kentucky Library Association. The Council meets quarterly to review activities of KDLA and provide advice on priorities and long-range planning, policies, programs and legislation.
