Prices vary in waste deals

Residents of Warren County could pay anywhere from $8 to $17 per month for garbage collection if Fiscal Court elects to choose one of three companies that made presentations Tuesday at the second of three public meetings on the subject. Representatives of Scott Waste Management Services, Kenway Trucking and U.S.A. Waste of Kentucky each presented proposals for pick-up of waste within and outside city limits. All three companies said they could be prepared to assume collection duties when the current franchise agreement with Monarch Environmental expires July 31.All three also said they would hire any additional employees needed from Warren County, giving first priority to current Monarch employees who are displaced if that companys franchise is not renewed. U.S.A. Wastes prices for residential service with an exclusive franchise were $8 a month for curbside collection if the company provides containers and $7.60 without containers. Under a non-exclusive franchise agreement, the company would charge $15 and $13.50 for residential pick-up. Back door service like the city currently has would cost residents $25 with containers and $20 without under an exclusive agreement and $25 or $22.50 for non-exclusive. The companys proposal for commercial and industrial waste disposal under an exclusive franchise ranged from $12 for a 96-gallon can to $98 for an 8-cubic-yard dumpster. Under a non-exclusive agreement, the prices were between $14 and $108.For residential pick-up outside Warren County, the company offered prices of $7.93 with containers and $8.40 without under an exclusive franchise and $15 and $13.50 for non-exclusive. The companys prices for industrial and commercial pick-up outside city limits were between $14 and $124.70 under an exclusive agreement and $18 and $154.84 for non-exclusive. Scott offered only one price for each service and did not differentiate between customers within and outside city limits. The company would charge $9.80 monthly for curbside collection for all residential customers. For industrial and commercial customers, Scotts prices ranged from $3.80 for a 96-gallon can to $35.04 for an 8-cubic-yard Dumpster. Kenway Truckings proposal for collection included prices of $15.75 with containers and $13.75 without for all residential customers, presuming the company is awarded an exclusive franchise. The company will renegotiate those prices if a non-exclusive franchise is awarded. If the city wishes to continue its current back-door service, Kenway would charge $16.75 with containers and $14.75 without. Prices for businesses start at $17.40 and go as high as $173.44, whether the company is given an exclusive contract. At the last of the three meetings Wednesday night, the court will hear proposals from three more companies.
