A Bowling Green woman is facing federal mail fraud charges after the FBI found that premiums on her sisters life insurance policy were being collected even though the sister is alive, according to the U.S. Attorneys office in Louisville.A federal grand jury in Bowling Green indicted Phyllis R. Carr, 43, of 949 Bryant Way, Apt. S-5, on Wednesday.According to the indictment, an FBI investigation found that Carr allegedly got a fake death certificate for her sister and between Oct. 13 and Jan. 14 collected on a Primerica Life Insurance Co. policy. The FBI declined comment on the indictment, which is a formal charge by a grand jury and is not proof of guilt. If convicted, Carr could face 30 years in prison and a $1 million fine.
